Dr. James Fine is an economist and policy scientist from Environmental Defense Fund. Kevin Kennedy works for the California Air Resources Board (CARB). Both speakers hold PhDs from the Energy and Resources Group at University of California, Berkeley.

Background
Dr. James Fine is an economist and policy scientist from Environmental Defense Fund. He has a PhD from the Energy and Resources Group at University of California, Berkeley and a BS from the University of Pennsylvania Wharton School. Environmental Defense Fund is a national nonprofit organization of more than half a million members dedicated to protecting the environmental rights of all people, including future generations.

Kevin Kennedy works for the California Air Resources Board (CARB) as the Assistant Executive Officer in the Office of Climate Change. Kevin has broad responsibility for overseeing the implementation of AB 32. He also holds a PhD from the Energy and Resources Group at University of California, Berkeley, and has more than twenty years experience in energy and environmental policy.
